New, no tags or packaging. Skirt has velcro tabs that adjust the height of the skirt, so that it can be used at the highest mattress setting for newborns, mid-height setting, and lowest setting for when your child can stand up. The center portion and skirt are both white, with a lovely navy blue stripe around the edges. Purchased but never used.
